Senate Faces Pressure to Pass Voter Eligibility Bill Amid Filibuster Debate

Stella Green, June 25, 2026

Rep. Chip Roy (R-Texas) stated on Thursday that the Senate has procedural options to bypass the filibuster and pass the Safeguard American Voter Eligibility Act, commonly known as the SAVE America Act. The legislation, which Roy introduced in the House, would require voters to present proof of U.S. citizenship when registering for federal elections.

“The Senate is hiding behind this 60-vote threshold because they say, ‘We’re the Senate. We have to preserve the filibuster,'” Roy said. He added that with Vice President JD Vance’s support, the Senate has enough votes to pass the bill without needing a supermajority.

Roy explained that senators must engage in extended floor procedures to overcome filibusters, comparing it to how Congress passed the Civil Rights Act in the 1960s. “They forced the issue, and now half the Senate buildings are named after these guys,” he said.

He warned that if Democrats regain control of the White House, Congress, and the presidency, they would eliminate the filibuster and expand judicial power. Roy urged Senator John Thune to bring the SAVE America Act to the floor immediately: “You have 50 votes. Put that on the floor. There’s no excuse for it.”
