Trump’s Immigration Strategy Sparks National Tensions as Minneapolis Protests Intensify

Stella Green, January 17, 2026

Rep. Adam Smith, D-Wash., recently argued that immigration enforcement is “enormously important” but criticized President Donald Trump for pursuing it in a “confrontational and escalatory” manner, as protests and court disputes over federal immigration operations intensify in Minneapolis.

Speaking on a recent broadcast, Smith highlighted street demonstrations across the country as evidence that the administration risks transforming immigration enforcement into a broader public-order conflict. He described the current approach as “very frustrating,” noting that the White House pairs heated rhetoric with tactics he called overly aggressive and lacking adherence to traditional probable-cause standards.

Smith emphasized that federal agents should prioritize individuals already accused or convicted of crimes, aligning with the principle of targeted arrests supported by warrants. However, he asserted that U.S. Immigration and Customs Enforcement (ICE) is failing in this regard, detaining people without probable cause—including U.S. citizens and legal permanent residents—while undermining due process.

“You’ve seen windows smashed, people pulled out,” Smith said. “In many instances, these individuals are legal permanent residents or citizens. They’re being detained without probable cause, without any due process, in an incredibly aggressive, confrontational manner.”

The dispute has expanded beyond public demonstrations into judicial proceedings and political allegations. A federal judge in Minnesota recently imposed restrictions on how immigration agents can interact with peaceful protesters and observers, limiting detentions and the use of force unless there is reasonable suspicion or probable cause.

Meanwhile, the Justice Department has launched a criminal investigation into Minnesota Governor Tim Walz and Minneapolis Mayor Jacob Frey, following administration claims that local leaders interfered with federal enforcement operations. Smith urged President Trump to “tone down” rhetoric about extraordinary measures, including invoking the Insurrection Act, and criticized suggestions for arresting the governor.

The Department of Homeland Security defended its actions as lawful and necessary, reporting a 1,300% increase in assaults against immigration officers and an 8,000% surge in death threats against ICE agents. DHS attributed these trends to “sanctuary” cities and political rhetoric, emphasizing that operations target offenders labeled the “worst of the worst.”
