Trump Administration Orders Broad Review of Federal Funding for Democratic-Led States

The White House has directed a comprehensive review of federal funds allocated to over a dozen states led by Democrats, according to CNN. The directive was issued through an Office of Management and Budget (OMB) memo sent on Tuesday, targeting nearly all federal departments and agencies except the Departments of War and Veterans Affairs.

The OMB memorandum requests detailed spending information to identify potential waste, fraud, and abuse in federal funding programs. Officials emphasized that the review does not involve withholding funds but aims to “facilitate efforts to reduce improper and fraudulent use of those funds.”

This initiative builds on policies initiated during last year’s government shutdown and has intensified following recent fraud revelations, particularly in Minnesota. OMB Director Russell Vought has overseen the effort after implementing changes to the agency’s tools for enhanced oversight of federal spending.

The request compiles data on grants, loans, contracts, subcontracts, and other monetary awards provided to 13 states and Washington, D.C. All these states voted for Democratic presidential nominee Kamala Harris in the 2024 election, with 12 having Democrat governors. A 14th state has since been added.

The review extends beyond state governments, requiring agencies to include funding sent to local governments, educational institutions, and nonprofit organizations within those states. The data submission deadline is Monday for all affected jurisdictions.

The administration seeks a comprehensive accounting of federal spending in these areas to address what it deems waste, abuse, or misaligned priorities, including funds tied to policies opposing its agenda such as “sanctuary city” practices. The review coincides with federal efforts to investigate Minnesota welfare fraud and the establishment of a new national fraud enforcement division.

The request covers fiscal years 2025 and 2026, along with projections for 2027.
