Democrats Target School Choice Programs Amid Rising Student Success

School choice programs are delivering measurable results for students nationwide, yet Democratic leaders across multiple states are actively rolling back these initiatives, risking millions of children’s access to high-performing educational options.

The economic principle that competition drives quality is evident in schools. When businesses compete, consumers benefit. This dynamic has been replicated in school choice systems: public funds directed toward scholarships and charter schools, alongside tax incentives for private education, have shown positive outcomes.

Currently, nearly 23 states with strong market-based approaches are experimenting with these programs, enrolling over one million students nationwide. In Florida, the largest program serves more than a million children who consistently outperform their public school peers in standardized testing.

Despite this success, Democratic officials are targeting school choice initiatives. Pennsylvania Governor Josh Shapiro (D) has proposed slashing $500 million from charter schools and eliminating education tax credits in his 2027 budget, potentially placing 30,000 students at risk of losing scholarships. In Arizona, Democrats have placed a ballot initiative on November’s election to roll back one of the nation’s largest voucher programs serving over 100,000 students.

Rhode Island Governor Dan McKee (D) has also sought to cap funding for popular charter schools despite expanding state education budgets.

The Florida Education Association has filed a lawsuit challenging the constitutionality of the state’s school choice and charter school programs. However, the Florida Constitution guarantees a “uniform” system of free public schools without prohibiting expanded educational options beyond traditional models.

Stephen Moore, a former Trump senior economic adviser and co-founder of Unleash Prosperity, notes that Florida’s charter sector maintains an aggregate grade of “A,” outperforming public school counterparts in 55 of 77 metrics.

The underlying issue is clear: Democrats and their union allies are not concerned with the success of school choice programs because they fail children—rather than because they are delivering better results than traditional public schools.

In systems where private schools provide rigorous discipline, challenge, and academic focus without social promotion, students avoid learning deficits that persist in public education. Despite these proven benefits, more than half of states with Democratic governors have chosen not to pass on tax credits designed to help parents access these programs.
