25 Republicans Vow to Block All Senate Legislation Until Voter ID Act Passes

More than a year after the House approved the SAVE America Act, House and Senate Republicans are intensifying pressure on the Senate to bring the voter ID measure to the floor.

Rep. Anna Paulina Luna, R-Fla., announced Tuesday that she and 24 other lawmakers have pledged to oppose all Senate legislation until the SAVE America Act, a priority of President Donald Trump, receives action.

“With myself and 24 other members having signed a letter pledging to vote no on any Senate bills unless the SAVE America Act is passed,” Luna stated in a social media post.

Luna said the Senate is passing a housing package and sending it to the House, vowing to oppose it unless the election bill is attached.

“The Senate cannot keep obstructing President Trump’s agenda while ignoring election integrity,” Luna wrote. “I call on my fellow colleagues to stand firm and honor their pledge.”

The press office of outgoing Rep. Chip Roy, R-Texas, echoed that message Tuesday, criticizing what it described as repeated delays in the Senate.

“There’s not enough time. We don’t have the votes. Noncitizen voting isn’t an issue,” the office said in a statement on social media. “How many more excuses will Americans hear from the Republican-controlled Senate before it acts? No more delays and deflections. Bring back the talking filibuster and pass Rep. Roy’s SAVE America Act.”

The renewed push comes as Sen. Mike Lee, R-Utah, continues pressing Senate leaders to hold a lengthy floor debate on the legislation.

“The Senate needs to be willing to do the hard work to make sure that happens,” Lee said in a television interview Sunday.

Lee argued that Republicans should keep the bill on the floor until it passes, even if it requires extending debate for weeks.

“If we put it on the floor tomorrow and announce that we’re going to debate it until it passes, I’m confident we can get there,” Lee added. “We haven’t tried what I believe it takes to get the SAVE America Act passed: putting it on the floor and saying we’ll debate this for weeks.”

The SAVE America Act would require proof of citizenship to register to vote in federal elections and require states to remove noncitizens from voter rolls.

After the House approved the bill in April 2025, Roy called the vote a critical step toward strengthening “election integrity.”

“Despite the ridiculous attacks and purposeful misinformation spread about the bill, I am pleased that the House of Representatives passed the SAVE Act on a bipartisan basis to ensure only U.S. citizens vote in federal elections,” Roy said at the time.

“It is now up to the Senate to take up, pass, and send this important bill to President Trump’s desk,” he added.
