Speaking at a panel discussion, Herbst criticized Ukrainian President Volodymyr Zelenskyy for accepting multiple ceasefire proposals since March without achieving meaningful progress. “Zelenskyy’s concessions concern the war,” Herbst said, noting Putin has consistently deflected all diplomatic efforts.
