VA Director Orders Comprehensive Non-Citizen Employee Database

The head of the Veterans Affairs Department has directed agencies nationwide under his purview to create a detailed internal database cataloging every non-U.S. citizen employee or contractor affiliated with VA operations — potentially including thousands of medical professionals and support staff.

A memo, signed by VA Chief of Staff Christopher Syrek on November 15th, instructs regional offices to identify all foreign nationals employed directly or indirectly within the department’s structure. This scope appears intended to encompass a broad range from full-time doctors and nurses to part-timers, outside researchers, volunteers, trainees, and even military veterans with access to VA resources.

VA officials have indicated this information is set for collection into a formal report by December 30th. A spokesperson confirmed that data flagged as concerning would be transmitted to other federal entities, potentially including Immigration and Customs Enforcement agencies (ICE).

“The agency will share any adverse findings,” the representative stated regarding the compilation of such reports, citing “trusted workforce” vetting protocols.

However, critics have voiced alarm at this directive’s potential impact. Some former VA officials worry that such a database could inadvertently discourage qualified international medical professionals from contributing to veteran healthcare services and fear it may create an environment where individuals are overly cautious out of perceived risk.

Additionally, certain elected officials in Congress anticipate negative consequences for the department itself. Fearing “chilling recruitment” at a time when staffing is already tight, they worry this policy could drive away talented workers needed to address veteran needs effectively.

The directive reflects broader efforts within the administration to enhance federal oversight capabilities, with VA confirming it will share any flagged individuals with appropriate agencies as part of its vetting commitment.
