Minnesota’s Fraud Scandal: House Oversight Committee Unearths Multistate Network Siphoning Billions

Stella Green, January 8, 2026

Rep. Andy Biggs, R-Ariz., stated in an interview on Thursday that the House Oversight Committee’s investigation into Minnesota’s fraud scandal is only beginning, echoing Chair James Comer’s warning that far more misconduct could be uncovered.

Biggs, who participated in the contentious hearing, said massive federal programs with weak oversight have allowed billions of taxpayer dollars to be siphoned off, pointing to what he described as extensive Medicaid and pandemic-era fraud across multiple states.

The hearing grew heated as Republicans accused Democrats of deflecting from the evidence presented. Biggs stated that Democrats repeatedly acknowledged fraud in general terms but rejected specific data, instead labeling criticism as political or racial.

He cited testimony indicating that large sums of money were moved out of Minnesota daily and alleged links to broader, multistate networks.

Biggs also criticized Minnesota Gov. Tim Walz and Attorney General Keith Ellison, asserting that both officials were aware of the fraud and failed to stop it.

According to Biggs, witnesses testified that Walz and Ellison “knew about it” and were not only complicit but “actively supporting and sustaining it and protecting it.”

He said the committee expects Walz to testify in February, calling that appearance a key next step in the expanding investigation.
