Trump’s State of the Union Speech Expected to Be Most Aggressive in Decades

Stella Green, February 23, 2026

American Conservative Union chairman Matt Schlapp forecast President Donald Trump will deliver an aggressive and politically charged State of the Union address on Tuesday. The speech is anticipated to highlight his administration’s accomplishments while directly confronting legal and economic challenges that could shape upcoming midterm elections.

Schlapp stated Trump “always knows what he wants to say” and predicted the president would emphasize “dozens and dozens” of achievements. He also identified recent tariff actions as a central theme of the address.

The administration’s latest trade measures have sparked debate among legal experts and lawmakers, with critics questioning their statutory basis. Schlapp noted during an appearance on The Record With Greta Van Susteren that “It’s very legally controversial. Every lawyer I talked to has a different opinion on it.”

Beyond trade policy, Schlapp emphasized Trump’s awareness of how middle-class economic perceptions will determine midterms. “He knows this whole question of affordability and kind of the middle-class take on the economy will determine the midterms,” Schlapp said. “And he wants to win that debate.”

With Republicans facing a competitive electoral map, Schlapp warned that Democrats regaining control of Congress would complicate Trump’s legislative agenda and judicial nominations, potentially triggering impeachment. He added: “If they [Republicans] lose the midterms, they don’t get a Supreme Court pick they want, and he will be impeached. It’s a guarantee.”

The address unfolds amid reports that some Democrat lawmakers plan to boycott it. Schlapp criticized protest tactics like coordinated outfit colors worn by female lawmakers during past joint sessions of Congress to highlight political causes. “It’s all about their clothing,” he remarked, stressing attention should focus on policy issues.

Despite tensions, Schlapp predicted Trump will blend traditional State of the Union themes with campaign rally energy. “He will be a little bit rally-ish because he always talks to people in terms of his political successes,” Schlapp said. “But I think he’s going to be aggressive—more aggressive than other presidents.”

The speech is expected to serve as a defining moment for the administration ahead of a high-stakes election season.
