SAVE America Act Faces Filibuster Blockade as Republicans Fall Short of 60 Votes

The SAVE America Act, a Republican-backed bill requiring proof of citizenship for voter registration nationwide and photo identification at polling places—including mail-in ballots—has secured support from 50 senators. However, the legislation remains blocked in the Senate after failing to reach the 60-vote threshold needed to overcome a filibuster.

Senate Majority Leader John Thune (R-South Dakota) acknowledged Republicans do not have “even close” enough votes to eliminate the procedural hurdle despite President Donald Trump’s repeated advocacy for swift passage. Chief sponsor Sen. Mike Lee (R-Utah) has proposed forcing Democrats into a “talking filibuster,” requiring them to hold the floor to delay the measure.

Following revisions addressing her concerns, Sen. Susan Collins (R-Maine) became the 50th Republican supporter of the bill. Collins stated: “The law is clear that in this country, only American citizens are eligible to vote in federal elections. In addition, having people provide an ID at the polls, just as they have to do before boarding an airplane, checking into a hotel, or buying an alcoholic beverage, is a simple reform that will improve security and confidence in election results.”

The bill’s advancement remains precarious as Republicans hold 53 Senate seats but require significant Democratic support. Sen. Lisa Murkowski (R-Alaska) and Sen. Mitch McConnell (R-Ky.) have declined to endorse it; Murkowski criticized what she called “one-size-fits-all mandates from Washington.” Lee described the legislation as high-stakes: “Pass it and we save the republic. Don’t pass it and we roll the dice.”

President Trump has consistently urged Congress to enact the SAVE America Act, asserting that voter ID requirements will be implemented for November’s midterms with or without legislative action.
