Senate Leadership Torn Over Filibuster Changes for Voter ID Bill as Conservatives Push Hard

Senate Majority Leader John Thune, R-South Dakota, stated Tuesday that no decision has been made regarding bypassing Senate filibuster rules to advance legislation.

Thune’s remarks come amid growing pressure from conservatives on Senate leadership to consider procedural changes that would expedite the passage of the SAVE America Act. The election integrity bill, supported by President Donald Trump, mandates voter identification and proof of citizenship in federal elections.

According to reports, Thune emphasized ongoing discussions but clarified no final decision has been reached to modify Senate rules requiring 60 votes for most legislation. “Some of our colleagues in the Senate are interested in it,” Thune said. “We will have a conversation about it.”

The comments follow claims by Rep. Anna Paulina Luna, R-Florida, that she received assurances from the White House regarding a potential shift to a so-called “standing” filibuster. This procedural change would require senators to physically hold the floor to block votes instead of relying on the modern 60-vote cloture threshold.

Luna asserted President Trump strongly supports passage of the SAVE America Act and views election integrity as his top priority. In recent social media posts, Luna stated: “Just left the White House. POTUS wants the SAVE America Act passed! Voter ID is number one.”

She argued that the current “zombie filibuster” — allowing senators to block legislation without extended debate — is being misused by Democrats to obstruct popular reforms backed by most Americans. “The pathway forward is through the standing filibuster,” Luna claimed, calling it the only viable method to force a vote on voter identification legislation.

The SAVE America Act, an updated version of the SAVE Act that passed the House earlier this year, was introduced by Rep. Chip Roy, R-Texas, and Sen. Mike Lee, R-Utah. The bill requires photo ID for voting, proof of citizenship for registration, and mandates states to remove noncitizens from voter rolls.

Roy and Lee stated the legislation ensures U.S. elections are decided “by U.S. citizens — and U.S. citizens alone.”

Democrats have vowed to block the measure. Senate Minority Leader Chuck Schumer, D-New York, declared the bill “dead on arrival,” alleging it would impose “Jim Crow-style restrictions” — a claim Republicans dismissed as false.

Many Republican senators remain cautious about weakening the filibuster, fearing Democrats could exploit any rule changes to advance sweeping legislation if they gain control of Congress.

The ongoing debate underscores deepening frustration among conservatives who believe Senate procedures are being weaponized to block common-sense election reforms with widespread public support. If the Senate advances the SAVE America Act, it would still require final House approval before reaching President Trump for signature.
