Conservative Lawmakers Target Abortion Services in DC Legislation

Stella Green, December 3, 2025

Rep. Andrew Clyde Introduces Bill to Repeal D.C.’s Abortion Provider Sanctuary

In a move that underscores growing legislative efforts to counteract abortion-related protections within its borders, Representative Andrew Clyde of Georgia formally introduced the “D.C. Shield Law Repeal Act” on Wednesday.

The legislation directly challenges existing legal safeguards for abortion providers operating in Washington, D.C., which have been enacted partly because state-level restrictions vary significantly across America post-Roe v. Wade decision reversal. By targeting these protections, Clyde aims to bring such practitioners under the jurisdiction of states that ban the procedure or related gender transition treatments.

Clyde articulated his position forcefully: “Both abortion and cross-gender hormone drugs have serious, irreversible consequences… We cannot allow [certain ideologies] to infiltrate our states through shipping these drugs with zero legal repercussions.” He further stated Congress must use its authority over the nation’s capital to ensure accountability for actions he deems harmful.

The Representative emphasized that providers currently protected by D.C.’s sanctuary law could exploit it to undermine state bans, which he believes are justified. His bill seeks to hold such practitioners responsible in states where their services face legal prohibitions.

Reinforcing Clyde’s initiative, Senator Mike Lee from Utah announced companion legislation for the Senate floor. “Our nation’s capital should not be a refuge for people who take the lives of children or wreck their bodies with illegal drugs,” Lee commented. The proposed law would aim to revoke D.C.’s safe haven status for those engaged in what the lawmakers consider detrimental activities, thereby aligning federal oversight more closely with states that prohibit these actions.

This legislative strategy highlights a continued response by conservative representatives to perceived gaps created by state-level restrictions on abortion and gender transition procedures following the overturning of Roe v. Wade.
